6:50 a.m. update: Congestion building on 35E

Commuters on northbound 35E will find lots of company from Wagon Wheel Trail up to downtown St. Paul. Things tighten at Wagon Wheel, then loosen up to Hwy. 13 where brake lights come back on. It's 22 minutes from Diffley Road.
